Order:

The Tenth Pay Revision Commission has reviewed the existing Travelling Allowance Rules as per the orders issued in the G.O. first read above and recommended on the following items:

1. Revision of Pay ranges of Grades according to Revised Pay Scales, 2015.
2. Enhancement of rates of Daily Allowance payable to Government Servants while on tour within the State and outside the State.
3. Enhancement of the maximum rates of reimbursement of Lodging Charges within State and outside the State in specified places.
4. Enhancement of rates of Conveyance Charges payable to Government Servants at places outside the State, while on tour.
5. Enhancement of rates of Mileage Allowance for travel by own Motor Car / Motor Cycle.
6. Revision of eligibility to travel by train in first class.
7. Revision of eligibility to travel by A.C. buses of T.S.R.T.C.

2. Government after careful consideration have decided to accept the recommendations of the Tenth Pay Revision Commission and hereby issue the following orders.

Order: 

1.In the Government Orders first to fourteenth read above, Government have sanctioned Special Pays to various categories of Government employees at different rates from time to time.

2. In the Government Order fifteenth read above, Government have sanctioned Special Pays at different rates to various categories of Government employees basing on the recommendations of 9th Pay Revision Commission, 2010.

3. In the Government Order sixteenth read above, orders were issued for implementing Revised Pay Scales, 2015 based on the recommendations of the Tenth Pay Revision Commission, to the State Government employees

4. The Tenth Pay Revision Commission has recommended inter-alia, enhanced rates of Special Pays and also recommended that no Special Pays be paid to any category over and above of what is recommended.

5. The Government have decided to accept the recommendations of Tenth Pay Revision Commission and accordingly hereby order that Special Pays be paid at the revised rates as indicated in column-4 of the Annexure to this Government order to the holders of the posts specified in column-2 of Annexure.

6. In respect of those categories for whom Special Pay is                sanctioned afresh, no amount is shown in column-3 of the Annexure i.e., existing amount.

7. These orders shall come into force with effect from 01.05.2015.

Order:

1.In the reference 1st read above Government have enhanced the Duty Allowance to the Home Guards from Rs.200/- to 300/- per day with the conditions stipulated thereon.

2. In the reference 2nd read above, the Director General of Police, Telangana State, Hyderabad has stated that the sanctioned strength of Home Guards in Telangana State is 16,460. The Home Guards Organization is intended to provide trained volunteers service to help, assist, supplement and handle essential services like electricity, transport, fire services, water works, nursing and first-aid through its functional units and as an auxiliary to Police. The Home Guards perform the duties and tasks assigned by the organization to which they are deputed and are subject to all responsibilities and obligations attached to that post or duty. They exercise the powers and enjoy the protections attached to the organization by which they are employed. While serving as an auxiliary to the Police Force, they discharge practically all the duties of a Police Constable and some of their important duties. They are also being deployed on multifarious duties that too for very long hours without break. He has also contended that the remuneration being paid to the Home Guards is very less and not commensurate with the remuneration of even private persons performing similar duties. There has been a constant demand for enhancing their remuneration and allowances keeping in view the day to day requirements. Finally, the DGP, Telangana, Hyderabad has requested to enhance the duty allowance to the Home Guards of Telangana State, from Rs.300/- to 400/- along with other allowances, such as uniform allowance, parade allowance etc..
